Galvanometer? with a symmetrical scale up to 40. No idea what the units are. On the scale dial, there is an arrow with the letter N. Could indicate that the connector below is negative, or that it must point to the north? The meter is very sensitive and indeed seems to move depending on the horizontal rotation.
Other then "WPN-I", there are no other markings.
