Tachometer or Linear Speed Meter via the mounted wheel. Pressing the top knob starts the internal timer and at the same time releases the counter mechanism. Not sure, but guess the red scale shows the speed in meters per minute.
The outer scale runs from 0 to 1000 (lack) and from 0 to 100 (red).
