Tool for measuring the inner diameter of a hat. To measure, the knob is loosened and, by means of the handles, the spring compressed. Inside the hat, the spring is release and the knob turned to fix the position. The circumference (hat size) can then be read from the scale. The scale reads from 50 to 63 centimeters.
The spring and scale seem to be made of stainless or steel. The handles from aluminium.
Seems most hat sizing tools have handles like scissors.
