Tool used to check the the spark plugs or rather the high tension of spark plug cables. In the instrument, there is a small glass tube, possibly filled with some kind of gas, or vacuum, which is connected on one side to the case and on the other side to the protruding pin/electrode. A spark would then ignite provide a flash in the tube.
