Reduction compass. Points seem te be made of stainless, but not clear which metal the body is made of. Seems silver/nickel plated.
One of the previous owners must have felt there were not enough scale marks and inscribed some more on the side.
The stainless points can be adjusted using 2 small bolts.
Except for the mark (SIL or S*L ?) on the inside of the box, there are no other markings on the instrument itself.
The scale lines are marked on the flat parts of the divider while the scale numbers are marked on the side.
