Cilindrical surveyor cross with a lockable compass on top. Assume the body is made of copper plated steel or brass (not sure). The scales on the compass and on the rotatable body seem silver plated.

There is a knob for fine positioning. The scale around the body (from 0 to 360 degrees) has some kind of nonius.
